Chief Executive Officer

Lester oversees the management and execution of strategies for Fund Singapore. Lester has accumulated over a decade of experience consulting and investing in the entire value chain of companies from start-ups to listed companies in Asia. These deals include mergers and acquisitions, public listings, private placements, mezzanine, and buyouts. His various roles in banking, private equity, and venture capital has equipped him with strong investment knowledge and comprehensive operational know-hows. As a management consultant, Lester was also intimately involved in the technology aspects of the financial services industry.

As CEO of Fund Singapore, an equity-based and debt-based crowdfunding company that specialises in investing in startups, SMEs, public listed-companies, and real estate projects, Lester oversees the management and execution of strategies for the company. Prior to this, Lester headed the investment strategies and operations of a private equity and venture capital firm. 

He spent several years as a banker with various local and foreign banks accumulating over a decade of experience consulting and investing in the entire value chain of companies from startups to listed companies in Asia. These deals include mergers and acquisitions, public listings, private placements, mezzanine, and buyouts. His various roles in banking, management consulting, private equity, and venture capital has equipped him with strong investment knowledge and comprehensive operational know-hows.

Lester is a teaching faculty at the Singapore Management University. He teaches Finance for the Masters program. The postgraduate startups he mentored won numerous awards yearly at the Asia Venture Challenge. Lester is also a mentor at the DBS pre-accelerator hotspot where he advises young companies on strategies and financial valuations. Lester currently sits on various profit and non-profit boards lending his expertise in the areas of strategy and finance.

Lester holds a Bachelor of Mechanical Engineering from the National University of Singapore. He was awarded a scholarship to pursue his Masters of Business Administration at the Singapore Management University which he graduated with Dean’s List. He did his postgraduate certificate in Real Property Valuation at the University of British Columbia.

Matthias Yeo is one of the leading experts in Technology. He has been spearheading advanced technology development in the cyber security space for almost two decades. He has earned a reputation for identifying technology strategies, and implementing them successfully in various organisations. The transformation impact he created was well recognized by his peers and he was awarded "Asia Greatest CTO" by URS Media.

Having spearheaded advanced technology development in the cyber security space for almost two decades, Matthias Yeo is a unique household name in the cyber security and technology space within Asia Pacific. He has earned a reputation for identifying technology strategies, and implementing them successfully in various organisations.

Matthias has been part of the founding team as a Board Advisor. He joined Fund Singapore in June 2018 as Chief Innovation Officer (CIO) focusing on business transformation through technology innovation, building the ecosystem of technology collaboration and forming strategic partnership

Prior to this, Matthias was Symantec's Chief Technology Officer (Asia Pacific) responsible for driving organisation’s solution strategy and technology vision throughout Asia Pacific. The transformation impact he created was well recognized by his peers and he was awarded "Asia Greatest CTO 2016" by URS Media

He sits on various corporate boards, non-profit organisations and charity as board director, Presently, he holds the position of President in (ISC)2 Singapore chapter (Cyber Security Chapter that focus on security and governance skill). He also serves as an advisor SUTD Center of Research Technology and Innovation Advisor. Matthias holds a Master in Technology degree from the National University of Singapore. He also did his Bachelor in Computing at Monash University.

Chief Investment Officer

Kevin Foo recently joined Fund Singapore as its Chief Investment Officer, bringing with him extensive experience in VC investment and start-up/entrepreneurial ecosystem to the management team. Kevin oversees the investment portfolio and development of investment policies to deliver strong outcomes for the group and its investors. During his most recent stint as Head of Investment of Cap Vista, the In-Q-Tel equivalent corporate investing arm of the Singapore Ministry of Defence, he helped expand the fund’s portfolio to include investments that also saw interest and funding from established VC entities such as Alibaba Ventures, Real Ventures and Mark Cuban Ventures.

Having established a well-connected investor network in Asia, he took on strategic advisory roles as part of the Limited Partner Advisory Committee of a Montreal-based fund and currently sits on various boards including the Grant Advisory Board for Singapore-MIT Alliance for Research & Technology (SMART) Innovation Centre.

Kevin comes from a strong technical background, having also served in the DARPA-equivalent entity here in Singapore. This allowed him the opportunity to collaborate with various international public and private enterprise partners and present at conferences with audiences including NATO, US Department of Defense & Department of Homeland Security personnel.

Focusing in the area of strategizing IT solutions for businesses to improve customer relations, productivity and cost reduction, Yew Mun had lead strategic business projects harnessing technology to transform business processes. He has delivered IT solutions to transform and setup an agile way of handling business operation.

Yew Mun joined Fund Singapore in August 2018 focusing on designing technology architecture that aligns with Fund Singapore’s visions and standards. He is in charge of defining and implementing high performance technology architecture across the organisation's entities so that Fund Singapore, a subsidiary of Fund Asia, can build an investment ecosystem around bleeding edge technology. By integrating technology frameworks across the organization's business units, Yew Mun ensures Fund Singapore businesses operates at its zenith.

Prior to joining Fund Singapore, Yew Mun work for a MNC strategizing and delivering IT solutions to transform business processes. Yew Mun holds a Master in Technology degree from the National University of Singapore.

Head Operations and Compliance

Alec joined Fund Singapore in January 2019 and oversees both the operations and compliance departments. He ensures that all operations are properly aligned with the regulatory requirements instituted by the Monetary Authority of Singapore (MAS) and the judicial framework of Singapore while remaining efficient and effective. In addition to the portfolio, Alec assists in the business’s expansion efforts into other markets in Asia, ensuring that the conduct of operations best suit each individual market’s jurisdiction.

Prior to being aboard with Fund Singapore, Alec was in the real estate industry for close to a decade dealing with local and overseas projects in both developed and developing markets. With his experience and knowledge in this field, he advises the investment department on real estate deals as well as the company in related matters.

Beneath all, Alec spent more than 10 years passionately in the Republic of Singapore Navy where his principles and values in work and life were founded. This is also where his ability in implementation of initiatives and management of processes was forged. After serving as the executive officer on one of the warships and as staff officer to the Chief of Navy and Chief of Staff (Navy), he left the service in search of a fresh environment with new challenges and endeavors.

Tan Shau En is a business and finance veteran with over 20 years of experience in business strategy and growth. While serving as the Assistant Chief Executive and Chief Financial Officer of Intellectual Property Office of Singapore (IPOS), he spearheaded IP commercialization by successfully establishing its business consultancy arm to advise local and foreign enterprises in their intangible asset strategies.

Tan Shau En is a business and finance veteran with over 20 years of experience in business strategy and growth. While serving as the Assistant Chief Executive and Chief Financial Officer of Intellectual Property Office of Singapore (IPOS), he spearheaded IP commercialization by successfully establishing its business consultancy arm to advise local and foreign enterprises in their intangible asset strategies.

Prior to IPOS, Shau En was with Royal Dutch Shell PLC (“Shell”) for 16 years. He led global teams to develop and implement strategic reviews, benchmarking and data analytics capabilities. Notable achievements include identifying business opportunities for profit uplift in USD hundreds of millions while in Shell’s Global Commercial Division, as well as cost savings of similar magnitude while in Shell’s Brunei joint venture.

Shau En holds a Bachelor of Accountancy degree from the Nanyang Technological University and is a Chartered Accountant of Singapore and a Chartered Financial Analyst. He is passionate about enabling education and entrepreneurship as key ingredients of social mobility.

Legal Counsel / Board Advisor

Christopher is the Managing Director of CHP Law LLC (CHP) and advises on various areas of law, with a focus on the legal and tax aspects of cross border commercial transactions, including transfer pricing. He graduated from the University of Queensland (Australia) with a dual degree in law (LL.B.) and commerce (B.Com). Christopher started his career as an accountant for Hastings Deering, Australia, and as a business manager for Adcomp Technology in Singapore. Christopher also worked in the transfer pricing department of PricewaterhouseCoopers, as well as a tax lawyer at VoskampLawyers He then joined Colin Ng & Partners LLP (now known as CNPLAW), and was made a partner within 3 years.

Christopher’s approach to practice is focused on ensuring alignment between both the commercial and the legal & tax implications that are relevant to every transaction. This enables his clients to achieve outcomes that are in line with their commercial objectives.

Christopher’s decision to strike out on his own was motivated by the belief that practice does not have to be complicated. He is a strong-willed individual who is prepared and happy to go the extra mile for CHP and its clients.
